    1) You may NOT collude with another manager
    2) You are ONLY taxed on keepers if you keep one or more of the previous kept players the year before (list of 24)
    3) There are no limits on the amount of moves you can make
    4) New managers have an additional $10 in the budget for this year
    5) All other rules are being formulated
