The new proposals as been approve and will allow GMs to use up to 50% of their available funds under the cap to complete a trade.
• Example: GM A ($10 of avail funds under the cap) would like to trade player X who is valued at $30, to GM B ($70 available under the cap) for player Y who is valued at $10.
• So GM B can use to complete the trade up to 50% of $70 avail funds = $35
• To complete the transaction, GM A, will send player X ($30) and received player Y ($10) ; $5+ $30- $10 = $25 will become new avail under the cap
• GM B will send player Y ($10) and received player X ($30), using up to $35 under the cap; $35 + $10 - $30= $15 avail after trade
• GM B will now have; $35 (remaining 50%) + $15 = $50 the new total avail under cap
• This formula will be applicable for all trades, except those made using the exact players value (example: player A $15 traded for player B $15) -

First of all, I would like to thank you all for coming back for another amazing fantasy year.
A few changes have been made to the structure of league, which will include a new Salary cap, trades and Injury reserve process.
A new salary cap will be effective this season
The salary cap is set at $270 for 2015-2016 season
Each year the salary cap could be subject to changes
The salary cap will be in place for the full season
This will serve for the signing of current roster players, free agent draft, bidding of waive player and signing of free agent during season.
The pre-draft value for all players will be set by Yahoo
During the auction draft the value will be base on the bidding
During the season waive players value will be base on the bidding
During season each unclaimed free agent will be available for $1
Each claim reduce the salary cap
In order to trade, the value of player(s) from team A must match the player(s) of team B if the total trade value is under $10, in the even of a three team trade, the same principal apply. If the value of the trade is $11 and above, a $2 difference (+ or -) will be accepted to consume the trade, as long as the trading partners have the sufficient room under the salary cap.
When waiving a player the team still is liable for the cost of that player and the value is not return, even if the same player is pick by another team.
If a player is lost for the rest season, upon validation and due process, as long as the player remains in the team and under the injury reserve spot, the team will received the monetary value back under the cap for future acquisition(s).
In the event the player recovers before the end of the season and eligible to play, the team will be required to waive the player(s) to the equivalent value of the recovered player with no penalty.
If a team elect to waive a player, the same team is responsible for the value of that player being release and the value will not be reinstated.
