      Julian Phillips (right foot sprain) said at Sunday’s NBA Draft lottery that he has completed his rehabilitation process and is working out as he normally would.

      Advice: Phillips, the 35th overall pick in last summer’s draft, sprained his foot in mid-March and missed the remainder of his rookie campaign. The fact that he’s back to full strength at this point in Chicago’s offseason is good news for the Bulls, who should be able to evaluate Phillips even more in Summer League action this summer.
